The Master Grant Agreement is a tab within the Church/Project Fund Request form and must be signed at the time of submitting the fund request. Church/Project funds are created to receive donations, and grants are used to distribute monies for those funds. Therefore, a Master Grant Agreement must be signed at the time of submission of a new church/project fund request to ensure a proper understanding of grant use when monies are distributed. 


MASTER GRANT AGREEMENT 

The Master Grant Agreement (hereinafter referred to as "Agreement") is between RELIANT MISSION (hereinafter referred to as "Reliant") AGREEMENT between RELIANT MISSION and _______(Partner name fills in from the fund request tab)_____.This Agreement covers the period from (start date- fills in from date on fund request tab): to (five years from start date (auto-calculates the 5 year based on the start date) (the “Grant Period”); between RELIANT MISSION and _______(Partner name fills in from the fund request tab)__________________________ (hereinafter referred to as "Partner"), who is represented by ____(Reliant Point Person name from the front tab)__________________ who has been appointed by the Partner to act on behalf of the Partner as the Reliant Point Person (as defined in the applicable Reliant Policy and Standards).

  1. Background
    1. Partner is one of a number of entities with whom Reliant has entered into working relationships to grant funds to support projects of Reliant.
    2. Reliant and Partner have a signed Memorandum of Understanding.
    3. Reliant Point Person has been previously approved and appointed by the Partner.
    4. Authorized Signer(s) has been authorized by the Partner to approve transfers, reimbursements, grants, and other payments from the requested fund. 
  2. Partner Obligations. Partner Shall: 
    1. Appoint a Reliant Point Person, (auto-fill from front tab), whose responsibilities include: Agreement with and will adhere to on behalf of Partner 2.1 Reliant Policy and Standards: Agree with and adhere to the Funds and Grant-Making Policy for Churches and Projects.Agrees and adhere to on behalf of Partner , Church and Project Fund Standard
    2. Agrees and adhere to on behalf of Partner Grant-Making Standard
    3. Agrees to receive training/tutorials on forms, processes and procedures for grant requests and submission
    4. Agrees to collect stipend agreements from all Designated Grantees
    5. Agrees that grant funds received by the Reliant Point Person may only be disbursed to other organizations or individuals in a manner consistent with Reliant's Grant-Making Standard with the understanding that the church/ministry and/or Designated Grantee fully complies with the grant purposes and the requirements of Reliant's policies and procedures as well as local in-country employment and government taxes and laws.
    6. Agrees to comply with Reliant's grant reporting and monistoring requirements submit grant reports and agrees to comply with Reliant's grant reporting and monitoring requirements. 
    7. Agrees to communicate with Reliant about any problems or post-grant disbursement changes.
    8. , Grant-Making Standard
    9. 2.2 Fund Purpose: Agree that the fund will be used for this purpose: _____(auto fill from front page)___________________________________ and if it includes Designated Grantees the ministry activities purpose is (the next part populates if yes to designated grantees) and to further the purpose of the fund, these ministry activities will take place by the Designated Grantees _____________________________________________.
      1. Agree Understand that the grants will be used for this purpose of the project fund. Grants cannot be used for any purpose other than those approved by Reliant.  Grants Therefore, grants distributed must be used consistent with the agreed-upon purpose of the fund as outlined in the Master Grant Agreement. Reliant . Reliant will refuse any grants that are requested if it determines that the grant is not in line with the approved purpose of the associated church/project fund. 
      2. Agree that if the purpose of the church/project fund changes, an addendum to change the purpose outlined in this Agreement is required. 
    10. 2.3 Reliant Point Person: Appoint a Reliant Point Person, (auto-fill from front tab) whose responsibilities include:
      1. Agreement to receive training/tutorials on forms, processes, and procedures for grant requests (used for requesting monies from the approved church/project fund)
      2. Collection of stipend agreements from all Designated Grantees
      3. Distribution of grant funds, which may only be disbursed to other organizations or individuals in a manner consistent with Reliant's Grant-Making Standard
      4. Compliance with Reliant's grant reporting and monitoring requirements to submit grant reports. 
      5. Communication with Reliant regarding problems with grants or post-grant disbursement changes.
    11. 2.4 Designated Grantees: Appoint Contract no more than (#) Designated Grantees to carry out these activities.
      1. Anticipated ministry activities of designated grantees:

Reliant acknowledges that a Designated Grantee receives a stipend to fulfill the purpose of the fund through conducting the ministry activities outlined on the master grant agreement, and due to these ministry activities, may not be able to devote time to other work activities sufficient to support the Designated Grantee's family, therefore Reliant recognizes that some of the funds may be used for personal expenses.
      3. Reliant will take reasonable steps of due diligence to ensure that it is not otherwise assisting known or suspected terrorists through its foreign grant-making process, including annually checking applicable governmental lists provided and maintained by the U.S. Treasury Department.

Acknowledge the expectations outlined for local and government tax and employment law compliance for Designated Grantees and agree to communicate with clarity with all Designated Grantees that the Designated Grantee(s) will be responsible for applicable payment of taxes, withholding for employment taxes, compliance with local law, etc. 
      2. Acknowledge that Stipend Agreements are required to be signed by all Designated Grantees.
      3. Agree that if the number range of designated grantees changes, an addendum to change number range of Designated Grantees outlined in this Agreement is required. 
    12. 2.5 Contributions: Acknowledge that all

      I understand that all contributions are the sole property of Reliant; Reliant maintains full control of the donated funds and ultimate discretion as to their use for Reliant’s ministry purposes. 

      All contributions are the sole property of Reliant; Reliant maintains full control of the donated funds and ultimate discretion as to their use for Reliant’s ministry purposes. Reliant’s  Reliant’s desire is to honor the donor preference of for the contribution, but Reliant has complete discretion and control over the use of the donated funds as part of our 501(c)3 status. Designated contributions generally will be honored, but Reliant shall retain full discretion over the ultimate expenditure or use of those contributions and retains the right to discontinue funding at any time.time. Reliant will not act as a conduit of funds for any recipient. Reliant grants cannot be used to cause any private inurement or improper private benefit to occur. 

      1. May appoint Affiliate Fundraisers (as defined in the applicable Reliant Policy and Standards) who function as deputized fundraisers on behalf of the fund.
      2. Communicate clearly to donors, Affiliated Fundraisers, and Designated Grantees that donations
      3. Affiliate Fundraiser is a foreign national raising funds through a church/project fund on behalf of Reliant. They must attend a Reliant training and become an officially approved deputized fundraiser. Affiliate Fundraisers are often also Designated Grantees. 
      4. I confirm that clarity will be given to donors and any affiliated fundraiser and designated grantees so that they understand the church/project funds are supporting a pre-approved ministry purpose by a Reliant-approved church/project and ministry partner and are not supporting any individual(s). 
  3. Reliant will not act as a conduit of funds for any recipient. Funding received by Reliant that will be used for grants will be accepted in accordance with Reliant's Gift Acceptance Policy.
  4. Reliant grants cannot be used to cause any private inurement or improper private benefit to occur. 
  5. Obligations Reliant shall:
    1. 3.1 Fund Purpose: Agree that the fund purpose is in alignment with Reliant's exempt purpose and will be used for this purpose: _____(auto fill from front page)___________________________________ (the next part populates if yes to designated grantees) and to further the purpose of the fund, these ministry activities will take place by the Designated Grantees _____________________________________________.
    2. 3.2 Grant Disbursements: Make periodic grants (“disbursements”) in amounts and types during the grant period (as outlined on the associated grant requests) for various projects and activities

Acknowledges the expectations outlined for local and government tax and employment law compliance for Designated Grantees. We (the church/ministry and myself) agree to communicate with clarity with all Designated Grantees that the Designated Grantee(s) will be responsible for applicable payment of taxes, withholding for employment taxes, compliance with local law, etc. A clear acknowledgment of these expectations for local compliance will also be noted in the Stipend Agreement that will be required to be signed by all Designated Grantees.

  7. Agree that if the purpose of the church/project fund changes and/or the number range of designated grantees changes, an addendum to change the purpose or number range of Designated Grantees outlined in this Master Grant Agreement is required. 
  8. Authorized Signers of the specific church/project fund must approve grant requests before submission can be received by Reliant and considered complete for distribution.

  10. 3. Reliant Obligations Reliant shall:

    4. collaborate with Partner to identify and fund Partner projects in amounts and type that meet the exempt purposes of Reliant;
    5. ensure that Grant Projects selected by Reliant from those presented by Partner for funding
      1. Ensure that grant requests are appropriately aligned with
      the
      1. the intent of donors to
      Reliant
      1. Reliant and comply with laws to which Reliant is subject; and
      work
      1. Work collaboratively with Partner to ensure the
      transfer of Grant Funds

      2. Approve recurring grant requests for a period of five years from the date of first disbursement as indicated on the grant request form. 
    6. 3.3 Due Diligence: Take reasonable steps of due diligence to ensure that it is not otherwise assisting known or suspected terrorists through its foreign grant-making process, including annually checking applicable governmental lists provided and maintained by the U.S. Treasury Department.
  11. 4. Mutual Obligations The parties agree to work together to ensure that:
    1. 4.1 Endeavors are made to the best of the parties’ knowledge to ensure Partner projects funded by Grant Funds grant disbursement are in compliance with all applicable governmental laws and regulations.
    2. 4.2 No part of the grant funds is to be used to carry on propaganda, or otherwise attempt to influence legislation, or to intervene in any political campaign on behalf of or in opposition to any candidate for public office.
    3. 4.3 Accurate records of the Grant Funds grant disbursements received, and expenses incurred are maintained and retained and such records are made available to Reliant upon reasonable request;
    4. 4.4 Timely and accurate communication regarding Grant Projects grant disbursements including but not limited to reporting requirements, donor expectations, changes to project specifications, potential re-assignment of funding and generally anything reasonable required to assist both parties in complying with obligations to donors, regulators and other stakeholders as long as it does not interfere with the purpose of the ministry;
    5. No part of the grant funds is to be used to carry on propaganda, or otherwise attempt to influence legislation, or to intervene in any political campaign on behalf of or in opposition to any candidate for public office.
    6. 4.5 Acknowledge that a Designated Grantee receives a stipend to fulfill the purpose of the fund through conducting the ministry activities outlined in 2.1, and due to these ministry activities, may not be able to devote time to other work activities sufficient to support the Designated Grantee's family, therefore Reliant recognizes that some of the funds may be used for personal expenses.
  12. Dispute Resolution

    5. Dispute Resolution
    1. Biblical mediation. The parties agree to cooperate in good faith, to communicate openly and honestly, and generally to attempt to avoid disputes in connection with this Master Agreement. If, nevertheless, a dispute should arise in connection with this Master Agreement, the parties agree to first attempt to resolve such disputes by mediation. The parties shall attempt to agree in good faith, on the terms for submission of such dispute for mediation to a Christian mediation or conciliation service, which uses Biblical principles in attempting to resolve disputes. The term of the mediation and the mediation service to be used must be approved by both parties.
    2. 5.2 Arbitration. If the parties are unable to otherwise resolve a dispute in the manner set forth above, the dispute shall be submitted to binding arbitration at a reasonable location and using recognized rules and principles of international arbitration under Chapter 12, International Arbitration of the Swiss Private Law Act of December 18, 1987. The parties intend that arbitration be the sole remedy available as to matters arbitrable hereunder. The arbitrators shall determine the rules governing admissibility of evidence and the rules of procedure and discovery. All arbitration awards shall be final and binding on the parties and the parties agree to abide by all awards rendered in such arbitration proceedings. Arbitration awards shall be enforceable by appropriate proceedings at the request of any party. Unless otherwise provided by the arbitrators, each party shall pay one-half of the reasonable fees and expenses of the arbitrator. All other fees and expenses of each party, including without limitation, the fees and expenses of its counsel, witnesses and others acting for it, shall be paid as determined by the arbitrators.
