General policy: The Federal government classifies employees for determining the applicability of pay-related laws. There are mainly two categories of employees, exempt and nonexempt, which relate to being "exempt" or "not exempt" from certain requirements of the federal Fair Labor Standards Act, such as payment of overtime. These categories also have a bearing on how work time is accounted for. The determination of whether a job within Reliant is considered exempt or nonexempt is made by Missionary Resources in accordance with the guidelines and definitions established in the Fair Labor Standards Act. Reliant field staff are ministers of the gospel who exist to support the Great Commission as found in Matthew 28:18-20. "Then Jesus came to them and said, “All authority in heaven and on earth has been given to me. Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching  them to obey everything I have commanded you. And surely I am with you  always, to the very end of the age.” 

The categories below define the types of employees within Reliant. In general, an employee is a person who receives wages or salaries from Reliant in exchange for work performed and who is characterized as an "employee" rather than an "independent contractor" under the IRS'

Exempt and Non-Exempt Employees

Exempt or Salaried Employees

Most roles done by Reliant missionaries are ministry in orientation, and not directly guided by Fair Labor and Standards Act.   Such roles are paid in a manner keeping with  FLSA exempt employees, who are generally paid a predetermined salary for a set period of time regardless of the number of hours worked. Administrative, professional, managerial, and executive employees, as defined by the federal Fair Labor Standards Act, are exempt from the requirements of that Act and are therefore generally not entitled to overtime pay.  This is the manner that most ministerial roles performed by Reliant missionaries are paid. 

Non-Exempt or Hourly Employees

Reliant applies hourly wages and time-card use for missionaries working less than 20 hours per week. 

In addition, some Reliant employees perform role which do not qualify as "exempt" under the criteria discussed above are considered non-exempt and subject to the requirements of the federal Fair Labor Standards Act. Non-exempt employees are normally paid at the hourly overtime pay rate for any time worked over 40 hours in a work week, in accordance with applicable federal and state wage and hour laws. Time off for any reason, including holidays, sick leave, vacations, and other forms of leave will not be considered hours worked for overtime eligibility.

Employees working 30 hours or more are both benefits eligible and benefits responsible.

Full-Time

Full-time Reliant field staff are gospel workers who generally perform at or above 40 hours/week. These staff members are paid as full-time, salaried employees. These workers are not required to track hours for Reliant, though they may be asked by their local church or ministry to track ministry time worked.

Part-Time 30, 25, or 20

Part-Time 30-, 25-, or 20-hour Reliant field staff are gospel workers who generally perform at 30, 25, or 20 hours/week. Because the nature of ministry work is sometimes difficult to track accurately, we ask that these ministry workers put in an estimated amount of time per week that equates to these hours. Reliant asks that if any staff members begin to average more than or less than 5 hours/week of their current listed hours, over a period of time, they would move their employment status to match their actual hours. However, they are not responsible to track their hours for Reliant, though they may be asked by their local church or ministry to track ministry time worked. These staff members are paid a prorated salary based on the number of hours worked. For instance, a Part-Time 20 Reliant staff member would be paid half of what he or she would be paid if they were Full-Time.

Part-Time: Less than 20 hours/week

Part-Time: Less than 20 hours/week Reliant field staff are gospel workers who generally perform at less than 20 hours/week or have roles that are perhaps seasonal with extended periods of low hours/week. Because the nature of these roles is often seasonal and may fluctuate more often, these ministry workers are asked to fill out a time card and are paid based on hours worked. 

Please be aware that these roles are still exempt from qualifying for overtime pay. If an employee in this category has a seasonal role that exceeds 20 hours/week for longer than one month, they should contact payroll@reliant.org for guidance.

. Since volunteers do not receive any form of compensation, their service to the ministry will generally be recognized through non-compensatory means such as recognition and praise.

Initial and Released Employees (MTD)

Initial Status

Reliant employees that are deputized fundraisers on behalf of Reliant begin their employment with the status "initial" for purposes of MTD (Ministry Team Development - see Chapter 6). The job description for staff in the initial phase requires all paid hours to be dedicated to MTD. Employees in the initial phase will not be paid for ministry responsibilities. The employee may participate in functions for their own encouragement and refreshment on their own time.

It is Reliant's expectation that an employee in the initial phase is not responsible for any ministry duties and will not be allowed to participate in any mission trips during the first 6 months of initial MTD. Employees in the initial phase may request an exception to participate in a mission trip after the first 6 months. Exceptions will be granted on a case by case basis and will be based on MTD performance.

Sustaining Status

Once an employee has reached their required MTD Goal (see section 6.2.g), he or she is "Released to Assignment". A new job description should be submitted to Missionary Resources. In this status, an employee begins to be paid for ministry hours worked. It is Reliant's expectation that employees continue to maintain a healthy balance in the account for which they are responsible. (Typically 5 - 10% of a missionaries job will be devoted to Sustaining MTD.)  If this level drops to an unhealthy level for an extended period of time, the employee may be returned to "Initial MTD" status (see section 6.2.n).

Active Status

International Spouses of Reliant field employees are required to be assessed and carry at least an Associate status in the ministry. Non-employed spouses of Reliant employees may apply for Associate Volunteer roles if they perform legitimate volunteer ministry within the scope of Reliant's ministry purposes.
