Procedure Name: | Public Service Loan Forgiveness Program (PSLF) |
---|---|
Scope: | Qualifying Reliant Employees |
Revision Date: | September 21, 2021 |
Last Review Date: | June 15, 2023 |
Over the years, several employees have called the Reliant office asking for help in filling out a Public Service Loan Forgiveness (PSLF) Employment Certification Form so they could have their college loans forgiven after they have paid 120 qualifying payments while working full-time for a qualifying Public Service employer or employers. Before August 2021, the PSLF qualifications excluded non-profits where proselytizing was part of the job responsibilities. The PSLF qualifying rules have changed to now say: "If you are employed by a not-for-profit organization, time spent on religious instruction, worship services, or any form of proselytizing as a part of your job responsibilities MAY be counted toward meeting the full-time employment requirement." This could be great news for Reliant employees. However, only certain, select types of loans are eligible for this program. Please go to Public Service Loan Forgiveness to determine if you or your loans are eligible.
Once you have done your research and filled out your form, your Program Team Liaison can help fill out the employer portions of the form. (see below for contact info).

Qualifying Employer
Qualifying employment for the PSLF Program isn’t about the specific job that you do for your employer. Instead, it’s about who your employer is. Employment with the following types of organizations qualifies for PSLF:
Government organizations at any level (U.S. federal, state, local, or tribal) – this includes the U.S. military
Not-for-profit organizations that are tax-exempt under Section 501(c)(3) of the Internal Revenue Code
Full-time Employment
For PSLF, you’re generally considered to work full-time if you meet your employer’s definition of full-time or work at least 30 hours per week, whichever is greater.
If you are employed in more than one qualifying part-time job at the same time, you will be considered full-time if you work a combined average of at least 30 hours per week with your employers.
If you are employed by a not-for-profit organization, time spent on religious instruction, worship services, or any form of proselytizing as a part of your job responsibilities may be counted toward meeting the full-time employment requirement.
Filling out a PSLF form
Please contact your Liaison when you get to page 2 of the PSLF form (shown below - found at www.studentaid.gov) to make sure you enter the correct information in the sections marked with a red X. You may fill out the sections highlighted in yellow.
Approved PSLF's digital signatures
Digital signatures from you or your employer must be hand-drawn (from a signature pad, mouse, finger, or by taking a picture of a signature drawn on a piece of paper that you then scan and embed on the signature line of the PSLF form) to be accepted. Typed signatures, even if made to mimic a hand-drawn signature or security certificate-based signatures are not accepted. Reliant recommends checking with your lender for their preference on signatures.

Sarah Swann Mike Swann - I think this would better fit under Missionary Policies? Thoughts?
Sarah Swann
yeah I wasn't even sure exactly what it was...not sure it's really a policy though?
Mike Swann
You could put it under benefits?
Julie Thomas
Kathy Zellinger Mike Swann Barb Seckler Dave Meldrum-Green - it looks like there have been some changes to this program and now religious work can be counted. See https://studentaid.gov/manage-loans/forgiveness-cancellation/public-service#full-time-employment and https://www.ecfa.org/Content/Workers-for-Religious-Nonprofits-May-Now-Qualify-for-Public-Service-Loan-Forgiveness
I don't have capacity right now to review all of the changes, but I wanted to give you guys a heads up so that this page can be edited.
Mike Swann
Wow... let's look into this. This would be a BIG win for our missionaries if this is true. I also can't look at this week or next, but can take a look after NST if noone else has time.

I have been filling these forms out for the past 4 or 5 years. So if any of you have questions on this, I am happy to answer my experience with doing this.
Julie Thomas
user-ca312-would you be able to update this page with the changes according to the links I posted?
Kathy Zellinger
Julie, I was the person who created this page with Dave Meldrum-Green. I believe that I sent the info to Dave (and you?) because I found out that the policy had changed. I was waiting for Dave to get back from vacation to talk about updating this page.

Kathy Zellinger Julie Thomas user-ca312 Please feel free to update this page per the new legislation that came out in regards to religious service qualifying as time towards the forgiveness of Student Loan Debt. Thank you!
Barb Seckler
FYI user-1a794 see comments from Julie Thomas above - this may be another option for your Intls with higher student loans. It looks like we need to look into this further but has potential.

Julie Thomas and Kathy Zellinger - Julie are you still wanting me to update this page based on the links you posted? I saw that Dave tagged, you, KZ and me about updating.
Kathy Zellinger
user-ca312 Julie Thomas I updated the page and showed it to Mike Swann. Mike Swann is going to connect with Julie to verify the updates, etc.
Mike Swann
Caleb Hayworth - can you add the liaison cards at the bottom of this page?

user-ca312 and Mike Swann and I were talking about how to add a signature to the form (as the employer). We might need to add a couple of instructions for the missionaries on what to fill out on some of the forms. It looks like they fill the page out online, don't hand sign the page (yet), send the form to a Reliant Liaison for the next page to be filled out (hopefully also online, unless we give them a sample of the data they may fill out online ahead of time for the Liaison), then the Liaison fills out the employment dates (highlighted areas) on page 2. I'm trying to figure out if we could somehow add our signature into a PDF that we create. We may have to find out how to do this after the first couple of people send the form in. It would be much easier for the Liaison if the missionary could fill out some of the typeable areas before they share the form with the Liaison so we don't have to handwrite things.
Filling out the public-service-application-for-forgiveness form.pdf to the Solomon page
It would be nice if we could have the missionary fill out the highlighted spots on page 2
The missionary Liaison would fill out these highlighted sections

user-ca312 KZ added some instruction for missionaries. Do you think it needs anything more?
user-ca312
It looks good to me.
