Level 1: As a standard of practice, no international missionary should be living in a readiness level state of Level 1 (relaxed, unaware of surroundings, not prepared to react). Level 1 is considered US normal.

Level 2: Overseas normal readiness level. Standard overseas threat level. Situations are taken care of locally by the field team. 

Level 3: Local Field Team manages the situation, but the team informs Reliant crisis manager so that Reliant can evaluate the situation. Typically at this level, the incident is localized and on a smaller scale. Reliant would not know of the incident without the field team informing us. Reliant would like to hear that "we are fine" and be available to help evaluate the situation and provide assistance if needed.

Level 4:  Field team is mostly managing the situation, but Reliant crisis manager is now actively involved in the decision-making and helping the field team directly.

Steps to Reduce Probability and Consequences

  1. Practice situational awareness and communicate routinely with the other team members and the Field Leader
  2. Be prepared to activate other contingency plans if situations arise
  3. Consider moving meetings or activities with unknown parties from private locations to public locations, preferably those with law enforcement officials in the vicinity
  4. Have an evaluation of the local medical facilities including their ability to handle sexual assaultIf additional contingencies occur, strongly consider immediate evacuation

Credible Threat

  • As soon as you are able, When you have time, start the Tracking Log and begin documenting all events. Eventually, move all documentation to the Tracking Log created by Reliant and shared with you for this incident. Label as CONFIDENTIAL and secure all documents from public view when not in use
  • Determine the location and status of all personnel that might be affectedAssign personnel to investigate the incident, establish a time frame for when the reported offense occurred, and confirm their activities leading up to the incident and locations they might have visited recently. This personnel should locate and contact any witnesses that might have observed the incident and complete an Initial Crisis Report for each.
  • If applicable, call the local authorities
  • Establish initial contact with the Crisis Manager using the International Crisis Hotline
  • With an escort, immediately relocate to a secure location and/or Evacuate depending on the threat
  • Reliant will reach out to receive more details and complete an Initial Crisis Report
  • Reliant will share a Tracking Log with you to continue to document details that will also serve as a way to communicate new updates with all parties involved
  • All non-threatened personnel Shelter in Place in a team facility and confer with the CMT for instructions

Rape or Sexual Assault Occurs


  • Secure the immediate safety of the victim
  • As soon as you are able, begin documenting all events. Eventually, move all documentation to the Tracking Log created by Reliant and shared with you for this incident. Label as CONFIDENTIAL and secure all documents from public view when not in use
  • Establish initial contact with the Reliant Crisis Manager using the Emergency Number
  • Record any injuries using the Victim Information Form 
  • Contact the nearest U.S. Embassy or Consulate 
  • If there are any missing persons, simultaneously follow the missing persons contingency plan
  • Activate Shelter-in-Place Protocols starting with a lockdown of field team facilities with a mandated curfew for all personnel until further notice
  • the International Crisis Hotline
  • Immediately relocate to a secure location for evaluation
  • All non-threatened personnel lockdown in a team facility and confer with the CMT for instructions
  • Specifically recommend to the victim that the incident be reported to local authorities, if possible
    • If the victim agrees, confidentially contact local law enforcement, if possible, taking any possible steps to protect the victim’s identity
    • If the victim refuses, respect their wishes, and make specific note of the refusal and the reasons behind the decision
  • Specifically, recommend a medical examination for the victim for physical trauma and infectious disease
    • If the victim agrees, proceed to the nearest appropriate medical facility for an examination at the company’s expense
    • If the victim refuses, respect their wishes, and make specific note of the refusal and the reasons behind the decision
  • Reliant will reach out to receive more details and complete an Initial Crisis Report
  • Reliant will share a Tracking Log with you to continue to document details that will also serve as a way to communicate new updates with all parties involved
  • Arrange for timely, ongoing International Crisis Counseling
  • If necessary activate a medical emergency Evacuation
  • Submit all medical costs incurred on their behalf to the insurance company for reimbursement
  • Follow all CMT directions and recommendationsIf possible attempt to evacuate or relocate to places of refuge
