Kidnapping Negotiations

In all instances of kidnapping, this organization will prioritize the safe return of all personnel.  As long as it conforms with its religious beliefs, security priorities, and core values, this organization will negotiate for the safe return of hostages with the assistance of professional negotiators.

In accordance with our security priorities, no concessions will be made that could reveal the identities of or put other missionary contacts or local believers at risk of physical harm, extortion, or governmental persecution.  CMT members should brief the development staff on the need for discretion in all fundraising efforts during the crisis.  Any actions viewed as contributing funds to or raising fund with the attempt to pay enemy combatants may result in asset seizure.

Therefore, we intentionally limit our development staff from unintentionally causing undue investigations or seizure of normal operating funds in the event of a kidnapping.

Note

Concilium recommends not telling the missionaries that we have a kidnapping and ransom policy or that we would pay ransom, but just say to have the kidnapper call Reliant and we will negotiate and discuss to seek their release (verses saying we would pay the ransom.) We would direct missionaries during training to call Matt not a family member and that Reliant will handle it. This would be to help the family member care in the situation. They won't be able to emotional handle the situation. We have the resources and counsel and would be emotionally removed in order to properly deal with the situation.

Payment of Ransom

It is the policy of this organization that a ransom that is reasonably likely to result in a safe, successful return of personnel is an approved option for consideration by the Crisis Management Team, provided this organization is financially capable of responsibly completing the transaction.

It shall be the responsibility of the Crisis Management Team to determine whether or not a proposed payment or concession complies with both the letter and spirit of this policy. The Crisis Management Team must receive approval from the Board of Directors to execute any actions that go against this policy (i.e. deciding not paying a reasonable ransom).

We recognize that paying ransom may encourage future kidnapping or hostage taking and that it is against the official policy of the US Government.  We value our personnel and their family members more than the potential long-term consequences of paying a ransom.  We commit to taking actions to reduce the probability of a kidnapping in order to deter any such instances.

As a standard, Reliant as an organization does not pay ransom. If a kidnapper is asking for the payment of a ransom in order to release a Reliant team member, provide him/her with this number: 850-735-4268. As written above, Reliant will prioritize the safe return of all personnel and is therefore willing to negotiate with the kidnapper (with the assistance of a professional negotiator).

Family Relocation

Family members need love and support during this traumatic time. It also is a comfort to the hostage to know that their family will be safe from harm and cared for during their captivity. Reliant will care for our families through appropriate relocation to minimize risk to the family members and to maximize the care available to them through the event.

In any case of kidnapping or hostage taking, all family immediate family members of the victim will be relocated as soon as possible to a separate, safe location.   This relocation will normally take place to the home a neighboring country or the international worker's country of the familyorigin.   In specific cases, the Crisis Management Team may waive this policy if doing so is in the best interests of the crisis management effort.Family members need love and support during this traumatic time.  It also is a comfort to the hostage to know that their family will be safe from harm and cared for during their captivity.  This organization will care for our families through appropriate relocation to minimize risk to the family members and to maximize the care available to them through the event.
