Reliant's risk levels are meant to provide definition to the various levels of threat that Reliant perceives is present at various international locations. Reliant will work with the Field Leader and any approved third-party decision-makers (sending network, sending church, etc) to gauge threats, and then ultimately decide on the appropriate risk level assessment for each location. 


We need to acknowledge that we are accepting very high risks with our international locations. (We need to write out our definitions of what we are willing to risk and how we are deciding what makes a location in the level of risk below) . 

Reliant's Risk Levels

  • Basic Threat
  • Moderate Threat
  • High Threat (could have some high or even extreme risks involved- Risk Tolerance)
  • Extreme Threat (as a practice we don't send people there, case by case- personalized for that missionary)

NOTES:

Threat level goes with state department warning as a factor (is that more of checklist for travel?)

If level changes we require greater preparation. 

Threat levels are high due to COVID. 

Should we have different trainings between cities and countries?

Country level as a starting point. City would change requirements. 

Evaluate countries as a whole (place all 200? onto a list) and then look into specific cities. 

When an American goes for gospel purposes it changes (freely as a tourist and different as a gospel worker)

Are we adding Lebanon in the same category of China? 50 countries in high levels? 

Comfort vs. Capacity? What the partner's capacity to support them?

Care and Strategy of Gospel: how do we adjust the strategy based on the risk of public gospel expression? more on the missionary strategy side

Evaluate team- missionary strategy places people in the risk factor. where they are going but also what are the planning to do? That matters b/c it changes the risk levels.  We are defining the "if's" so that we can then get to the "then's"

Define the threat levels:

Threshold-which of these risk tolerances pushes you into the risk level: all of them, one of them, etc.

Reliant's Risk Levels

  • Basic Threat: 
  • Any moderate risk factors limited or temporary. Free movement, free access to basic goods, free expression of ministry/reason in the country, stable government and economy. Easy entry requirements for all Americans. (ex. Canada)
  • Moderate Threat: Several moderate risk factors and/or a high risk factor recent, imminent, or ongoing are at play. 
  • High Threat: Several high risks recent, imminent, or ongoing and/or an extreme risk factor are at play. See International Risk Tolerance)
  • Extreme Threat: Several extreme risk factors under the extreme category are recent, imminent, or ongoing

Having taken all of these risk factors into consideration and evaluated we created this threat level for your location (country/city).

These risk levels will then determine what path the location needs to take with what we require verses what we recommend based on the threat level. The following pages explain areas that could be divided into different actions/requirements based on the threat level.
