Crisis Resolution Protocol


Credible Threat

  • When you have time, start the Tracking Log and Log (Appendix A) and begin documenting all events
  • Determine the location and status of all personnel that might be affected
  • Assign personnel to investigate the incident, establish a time frame for when the reported offense occurred, and confirm their activities leading up to the incident and locations they might have visited recently. This personnel should locate and contact any witnesses that might have observed the incident and complete an Initial Crisis Report for each.
  • Call the local authorities immediately
  • Establish contact with the Crisis Manager using the Emergency Number
  • Immediately relocate to a Place or Refuge and/or Evacuate depending on the threat

Bomb Discovered

  • If you discover a bomb, slowly retreat while leaving the bomb undisturbed
  • If you are already touching the bomb, place it in a secure location on a flat surface if possible
  • Retreat to at least 600 yards away and call the local authorities immediately
  • Wash your hands with soap and water if you made contact with the bomb in order to remove any potentially harmful substances
  • Establish contact with the Crisis Manager using the Emergency Number
  • Notify all other personnel to shelter-in-place as appropriate
  • When you have time, start the Tracking Log (Appendix A) and begin documenting all events
  • Follow all CMT and local authority instructions

Detonation


  • Attend to any immediate medical needs (MARCH)
  • Determine the location and status of all personnel that might be affected by the detonation
  • Determine accurate information regarding explosion damage
  • Follow Shelter-in-Place protocols as appropriate
  • Establish contact with the Establish initial contact with the Reliant Crisis Manager using the Emergency Number
  • Record any injuries using the Victim Information Form 
  • Contact the nearest U.S. Embassy or Consulate If the phones are unusable, attempt an alternative communication with personnel such as a satellite phone or emergency communication device
  • If there are any missing persons, contact local law enforcement to report them and simultaneously follow the missing persons contingency plan
  • Activate Shelter-in-Place Protocols starting with a lockdown of field team facilities with a mandated curfew for all personnel until further notice
  • If possible attempt to evacuate or relocate to places of refuge
  • When you have time, start the Tracking Log (Appendix A) and begin documenting all events
  • Record any injuries using the Victim Information Form (Appendix B)
  • Follow all CMT instructionsClose the incident with a detailed report of all events and steps taken (especially if the individual was removed prior to completion of the team)
