The intention of this policy is to ensure that, in case of a crisis, all Reliant-affiliated personnel are registered and able to be helped by the US State Department.  There are many examples of State Department aid that was given only to those US citizens registered as being in the foreign country.  If a crisis occurred on a large scale, the US State Department’s resources outweigh Reliant’s resources.  Because this organization values its field members, we want to utilize all possible resources in a crisis.


As soon as the decision is made to begin operations have Reliant field members in a foreign country the Crisis Manager field team member or field security representative team leader should make contact with the Embassy or Consulate. Making contact and building rapport with an individual, particularly one of the Regional Security Officers (RSO), at the Embassy or Consulate can pay huge dividends during crisis situations. The Crisis Manger field team member or field team leader or field security representative should ensure exactly what assistance and services can be provided by the Embassy during a crisis situation to include current and updated warnings, and Embassy guidance on emergency procedures for anticipated crisis events.

U.S. Embassy or Consulate 

At some point, the Crisis Manager may need to contact the nearest U.S. Embassy or Consulate.  Please note that in the event of a kidnapping, the CMT may communicate with the US Hostage Recovery Fusion Cell.  The following information should be recorded for the first and each subsequent contact with Embassy personnel:

  • Address, email, and phone number of Embassy or Consulate
  • Date, time, and method of each contact
  • Person contacted
  • Information given
  • Information received
  • Additional information requested
