Return or Resumption of Operations
The return of personnel and resumption of operations may occur soon after evacuation or it may take a long time before security in the area is assured. Security and stability in the area must be in place before any personnel can return. Only essential personnel should be allowed back into the evacuation area to assess the conditions, facility damage, and supplies needed to resume operations.
Re-establishing operations after an evacuation can be difficult. Local support staff who did not evacuate may have experienced hardship and threats to themselves and their families. Restoring relationships with locally employed staff, local authorities, beneficiaries, and the local population can be made easier if honesty, tact, and transparency are used prior to and during the evacuation, and on return.
