International Crisis Management Team (ICMT)

Reliant’s executive director gives limited, though sufficient authority to the Crisis Manager to respond to all international crisis events, and when necessary, to provide management of events requiring response. The Crisis Manager, with approval from leadership, has appointed a formal International Crisis Management Team. This team will be available at all times as a trained group of specialists equipped to handle a level 5 crisis. 

Typically, Reliant allows the ICMT to be the sole team within the organization responding to the crisis, though the ICMT frequently engages with other stakeholders as needed (See Shared Crisis Authority and Responsibility). No member of Reliant may take any authoritative actions related to the crisis or outside of normal operations that could be reasonably interpreted as a response to the crisis without express direction and authorization from the crisis manager, their delegate, the field staff leader, or the field leader’s specified delegate.

The ICMT will make the crisis response a priority, and when necessary, should be relieved of all reasonable duties in order to sufficiently respond to the crisis event. Engagement may vary based on the role of the staff member and the individual crisis.

We recognize that in all situations, clear lines of authority help to address issues and prevent more crises from arising.  Therefore, the executive director gives express permission to the Crisis Manager to manage all crisis events. We also recognize that a Crisis Manager cannot adequately manage a crisis alone. An International Crisis Management Team is important to sufficiently resource the organization to respond to an international crisis.

  • ICMT Management - Leads the International Crisis Management Team, overseeing the process, people, and decisions involved.
  • Field Operations - Remains in close connection with the field, particularly with field leadership. Works with the field to understand the current situation and provide real time instruction and communication when decisions need to be made. Reports the situation back to the ICMT team regularly in the midst of a crisis. Gathers all relevant information about the event and run all potential scenarios. When necessary, include the partner church/ministry or another relevant 3rd party.

  • Logistical Support - Works closely with the Crisis Manager to record all decisions for legal purposes. Provides logistical support for operations. Make financial requests (grants, reimbursement, etc) when necessary. Organize schedules for each ICMT meeting, monitor each crisis as it goes through the workflow to help it continue to move through the process, make sure the documentation is continuing to be updated properly, check the ICMT email inbox on a daily basis. 
  • Documentation - Responsible for documenting and editing the policies and structures of the ICMT. Will keep instructions and template pages up to date and will edit any processes that need to be revised. Ensures field staff are completing pre-launch assignments.
  • Member Care: Work with the partner church/ministry to ensure that member care is happening. Provide whatever help needed for the partner and when necessary, step in and provide care/counsel for field staff after the crisis event.
